Inscribed in pencil l.c.: As was forseen from the first, the real peril to the Unemployment Insurance Scheme lay in the attacks of the Clydesiders, who have long been eager to deliver a thrust at Ministers for their failure to play up to the Red Flaggers. ["Red Clydeside" was used by newspapers and the popular press to refer to what was perceived to be the political militancy that characterised the workers in the city of Glasgow and urban areas around Glasgow on the banks of the River Clyde such as Clydebank, Greenock and Paisley].
