He greets a small boy who is a member of the Opera Nazionale Balilla (ONB), who is wearing a black uniform and hat - he gives Mussolini a fascist salute with his right hand and holds a crowned flag of the Kingdom of Italy (1861-1946) over his left shoulder. In the background, factories are depicted, smoke coming from their chimneys. The Opera Nazionale Balilla (ONB) was an Italian Fascist youth organization functioning between 1926 and 1937, when it was absorbed into the Gioventù Italiana del Littorio (GIL), a youth section of the National Fascist Party. The Fascist Youth organization was founded a few months after Mussolini's march on Rome [October 1922]; the initial organization was for boys between 8 to 14 years of age. They were named the Opera Nazionale Balilla (ONB) or "Balilla" [after a heroic young boy of that name who incited a riot against the Austrian soldiers during the Austrian occupation of Genoa, 1746; this led to a city-wide riot that drove the Austrians out of the city].The precise name of the Fascist Youth organization as a whole was the "Gioventu Italiana Del'Littorio" [‘The Fascists Youth of the Lictors’].
