Notes: | 'The President outlined the circumstances in which the Emergency government was set up in October 1922 and initiated the discussion as to whether the position was to be continued. He expressed the unanimous opinion of the Cabinet that the continuance of the government thus set up, as the de jure Government of the country, was the proper course.’ The President also defended the Cease Fire as an act of absolute necessity and it was agreed that the President could only be dismissed by Dáil Éireann in regular session.
