Carolan encloses copies of various documents (some of which are included in this collection). He requests Commanding Officers to compile lists of prisoners on a county by county basis, who can be called on to assist in the forthcoming election. He requests prisoners to make further efforts to open new lines of communication because of continuing difficulties in this regard, and asks for a coded list of safe addresses for letters.
