Milholland states that De Valera sees the Atrocities Commission as a means of building "a new, great, harmonious organisation". Milholland also discusses how Maloney told him on the telephone that De Valera has done nothing regarding the Atrocities Commission but that McCartan told him at lunch that a provision of $30,000 has been made for the Commission.
