Buxton states regarding the ill treatment of the native Indians; "The Secretary is astonished to hear the cruelties had beend enied here, as in Lima no one has contradicted the statements which were made, and the Peruvian Government has taken up the matter and has ordered the Prefect of Puno to stop the abuses.".
