Nightingale also discusses the proposed new system of forty hours of work per month for the natives and states; "I agree that the native should be made to render a certain amount of sevice in exchange for pay, but the poor brute cannot call his soul his own under the present régime-he can't leave his village for any length of time owing to the infernal "prestation".".
