Duggan's undated letter, written on headed paper of the Central Hotel in Navan, refers to his recent electioneering in the county [ahead of the 1918 General Election], notably his attendance at Sinn Féin events at the Athboy fair and at Rathmoyal, and being met by a crowd with a 'band + torches' on his return from Rathmoyal. He signs himself 'M.P. Elect for S. Meath'.

Notes:Duggan joined the Irish Volunteers on their foundation and fought at the North Dublin Union and later Fr. Mathew Hall during the Easter Rising. He was subsequently imprisoned in Mountjoy, Portland and Lewes prisons, was among those released in the summer of 1917 and successfully stood as a Sinn Féin candidate for South Meath in 1918.
