There are four parts to the "Special Commission, 1888", one of which is said here to be missing. The author refers to it as "the history of a government written by that government itself" i.e. the British government. The author also alludes to the level of duplicity of the British government engaged in, in that there is "no variety of falsehood that is not exemplified in the statements made and left on record by the Goverment in this document".
