The report concerns the adoption of the "Kautsky resolution" at the International Socialist Congress in Paris in 1900, and the sending of a delegate to the International Socialist Congress planned for 1903 but postponed to 1904. Daniel De Leon was the only nominated candidate who didn't decline.
