O'Leary writes that O'Brien and O'Shannon are expelled as due to "reformism", poor attendance, and "consistent attempts to render futile all efforts to build up a Communist Party in Ireland". On the verso, O'Brien has inscribed "Changed to Communist Party of Ireland fourteen days later Oct 28th 1921".
