The circular recounts the formation of the Irish Citizen Army, with reference to the roles of James Connolly and James Larkin, and the Army's relationship with the Irish Transport and General Workers Union. The authors of the "misleading" circular "repudiated the constitution of the Irish Citizen Army by refusing to work in harmony with organised labour".
