Chief of Staff Liam Lynch explains that he has sent Seán Moylan and Brigadier Leahy to Joseph McGarrity, as president of Clan-na-Gael, and wishes a Clan representative to come to Ireland. Mentions "J. O'D", the "I.R.E.F." and "Rourke", Austin Stack and the execution of Liam Mellowes. Also makes reference to the creation of an alternative (anti-Treaty) government.
