Copy circular from W.T. Cosgrave, Minister for Local Government, to all public bodies in Ireland regarding the Commission's investigation into the relation between the Local Governing Bodies in Ireland and the English Local Government Board,

Writes about the stoppage of Grants in Aid of Local Taxation by the British Government, and instructs the public bodies to break off all communications with the Custom House, withold principal and interest of all loans, and have meetings with the Boards of Guardians about the closure of workhouses and their transformation into district hospitals for advanced cases of Tubercolosis. He also instructs the public bodies to postpone all improvement schemes, discontinue the use of tar in connection with Macadam, reduce the hours of street lighting, halt roadworks and postpone use of new plant and machinery. He asks for "all expenditure estimated on foot of receipt of British Government Grants in connection for the treatment of Venereal Disease to be immediately stopped".
